Pro forma invoice is an official document that states a commitment from the seller to sell goods to the buyer at specified prices, terms and conditions in trading although it is not a true invoice however it is used to declare the value of goods to be trade between both parties.

Simply, a 'Proforma Invoice' is a confirmed purchase order where buyer and supplier agree on the product detail and cost to be shipped to buyer. A sales quote is prepared in the form of a pro forma invoice which is different from a commercial invoice however, The content of a pro forma invoice is almost identical to a commercial invoice and is usually considered a agreement and buyer’s bank usually prefer a pro forma invoice to a quotation for establishment of a L/C (Letter of Credit) or for advance payment by the importer through his bank.

What is ISF Form? U.S. Customs and Border Protection (CBP) published a rule entitled “Importer Security Filing and Additional Carrier Requirements” in the Federal Register (73 FR 71730) on Nov 25, 2008.  The rule requires both importers and carriers to submit additional information pertaining to cargo to CBP before the cargo is brought into the United States by ocean vessel, full enforcement of ISF form established on Jan 26, 2010.

The Importer Security Filing must be amended if there is a change or more accurate information becomes available before the goods enter the limits of the port of first arrival in the United States.  

ISF must be provided 72 hours prior to shipment being loaded onto an ocean vessel to your consignee and failure to comply with this requirement may result penalties by US custom to importer.
